Maintain start/finish of an activity if in progress or complete

I want to understand if it is possible for the engine to "ignore" moving the start date of an activity if it has progress even if the driving predecessor is moved out.

Out of the box the engine will move all downstream activities based on the logic even if the activity has progress.
