[REACT] Option to disable the ganttStateProvider from hiding Gantt Section

Hi everyone,

I have a requirement.

There should be an option to enable or disable the Gantt state provided from hiding the Gantt chart,

Do you only want the splitter button to be disabled only or you want to restrict the splitter to be dragged on the right side ?

if the button is disabled the user should not be able to drag to the right as well.
